ICOC: Independent Citizens Oversight Committee

Proposition 39 allows school bonds to pass with a 55 percent approval vote. On November 4, 2014, Proposition E was approved authorizing the issuance of $182.1 million in General Obligation Bonds. The District is required to establish an Independent Citizens Oversight Committee (ICOC) composed of community representatives.

The ICOC will review expenditures to verify the $182.1 million authorized under Proposition E is spent as presented to the voters (i.e., bond funds cannot be used for overhead or employee salaries). The ICOC will receive and review an annual audit report. These audits will be performed by an independent auditor, Nigro & Nigro. Other activities in which ICOC members may engage could include the tours of school site construction projects.
