Is Your Group Direct Cost or Fair Market Value?

  1. Classification: No charge "Golden Hour" Groups - (must meet ALL conditions)

    1. Non-profit student organizations, clubs, or associations organized to promote youth and school activities (i.e. Boy Scouts, Girl Scouts, Good News Clubs, Camp Fire Girls)

    2. Meeting immediately after school for no more than 1 hour (during the "Golden Hour.") The

      "Golden Hour" can be applied to the pre-approved groups meeting for one hour between 2:30 and

      4 :00 p.m. on school days. Meetings are permitted for one hour, even though the "window of

      opportunity" is 90 minutes to allow some flexibility in scheduling start time.

    3. Nonprofit groups requesting Golden Hour reservations must be pre-approved through the

      Facilities Reservations Desk in conjunction with their application for use of facilities .

  2. Classification: Direct Cost (Minimum charges are for 2 hours)

    1. Organizations, clubs, or associations organized to promote youth and school activities such as:

      1. School-community Advisory Councils (PTA) special events

      2. Youth sports leagues coordinated by the City, pre-approved by EUSD

      3. Educational/recreational groups (martial arts, language classes, tutoring groups) providing free programs for EUSD students and approved in advance by the Assistant Superintendent of Business Services or the Superintendent.

    2. This classification shall not apply to any group that uses school facilities for fundraising activities that are not beneficial to youth or public school activities of the district.

  3. Classification: Fair Market Value (Minimum charges are for 2 hours)

    1. Groups holding events where fees are charged or solicited for admission, activities, lessons or instructional events, uniforms, equipment, or program costs. This includes tutoring companies contracted through Ed Services, billing the district for their services.

    2. Groups providing programs or events for other than EUSD students, the program will be charged fair market value. Adult sports groups, homeowners associations, churches, educational or recreational events for students (martial arts, theatrical groups, language lessons) charging activity fees, commercial service , and product sales presentations would all pay fair market value.
